If you click the username, it just goes to the original user's post. It has a "user_id=" function, so maybe if I edit that?

I do not think this is considered a "glitch", more like a flaw on the BBCode of phpBB.

Arguably, it's not even really a flaw. The versatility means it can be used to quote people who aren't on the site, for example:

It's basically just a slightly fancier way of writing: "I suck", said MattKC. It's doesn't really mean anything and is fairly easy to disprove; you're not really supposed to read it as a literal direct/programmatically generated quote, it's more just a bit of nice formatting.

Now that I think about it, the <blockquote> tag in vanilla HTML is really weird for not having a cite tag to pair with it until HTML5 came in...

It's not really a glitch, or bad. It's how most forums work. And it's very easy to just disprove.
