Hardmods are generally better than softmods, and if your console is < v1.6, you can transition from a softmod to a hardmod (TSOP flash) without even having to buy a modchip. You can even softmod for free using the hotswap method, though it's generally harder, more dangerous, and less reliable than the game save exploit method. For the game save exploit, you do have to buy a few things (including a used copy of an exploitable game) which is a little inconvenient, but after that it's essentially fool-proof.
