A friend of mine complained to me that they could not turn on their computer, so I checked the issue.
The power button was not functional. Everything else is fine, but the power button is not.
I have no idea how to approach this issue. Can anyone suggest a solution[s]?

So you can turn the computer on through other ways, just not the power button?
PC power buttons are extremely simple, all they do is short the two PWR SW pins on the motherboard. If it isn't working, it's likely a mechanical issue, like dirt in the button preventing a connection, or the wires not being plugged in correctly.
