How to install Windows 98 on a 2000's era computer?

I've been trying to install Windows 98 for a few days on a Dell Dimension C521 from the mid-2000s and the main problem I'm having is when I install FreeDos .img file using Rufus, the resulting partition on my USB drive is only 512 MB and I can't extend it. I'm trying to paste the Windows 98 folder inside FreeDos and there isn't enough space for it. I tried making my own 4 GB partition and pasting the FreeDos and Windows 98 files, but it just results in "Invalid Partition Table" when I try to boot it. How can I fix this? (The USB I'm using is 128GB in total.)
