I do not think this is considered a "glitch", more like a flaw on the BBCode of phpBB.

Arguably, it's not even really a flaw. The versatility means it can be used to quote people who aren't on the site, for example:
It's basically just a slightly fancier way of writing: "I suck", said MattKC. It's not really a glitch, or bad. It's how most forums work. And it's very easy to just disprove.
